Does riding a bicycle for health reasons make sense with the risk of traffic fatalities so great?

Richard Burton wrote a dissertation titled Do cyclists have an exaggerated view of the risks of cycling and the efficacy of cycle helmets? I started reading it while I was doing a search for statistics on bicyclist deaths by state using Google.  I found a paper from the NHTSA’s National Center for Statistics and Analysis dated 2016. I was surprised to find that Florida has the highest percentage of Pedalcyclist Fatalities per Million Population in the US at 6.69.  California was at 3.75 and Georgia, where I live, was at 2.81.
